I found 1 issue in your 23060 full version of rom.
When I go to menu/settings/connections and I run operator settings the list of these settings is empty.

Do the "23060 Nabis Full" contains both TouchFlo and NeoTitanium ?

Its not the rom! Everyone else lists is filled!
May be your operator...

Strange , comparing the size of download I guessed so. Maybe the Full Version (Titanium) got many more extra apps.

I flashed your rom i i would like to report on 2 issues:
1. GPS does not work i tried several coms but could not get it to work.
2. No "x" to close applications
