I have a Touch Cruise on pre-order and have just read that as shipped, the device won't work with T-Mobile USA's 3G service once it's implemented, something about it working on a 1700 band as opposed to 1900 or 2100...? Is this something that could be changed at some point via a firmware upgrade? Thanks

Nope. Hardware (chipset) based.
